Instructions

    Finely chop the dill and thinly slice the cucumber.

    Stir the cream cheese, chopped dill, lemon juice, capers, and black pepper together until evenly combined.

    Lay the tortillas flat and divide the cream cheese mixture evenly among them, spreading it nearly to the edges.

    Divide the smoked salmon and sliced cucumber evenly among the tortillas.
