Serbian Stuffed Peppers
Bell peppers filled with seasoned beef, pork, and rice, then gently simmered in tomato sauce and finished with a light roux.

Step 1
Cut around each pepper stem to remove the top, then discard the seeds and membranes while keeping the peppers whole.

Heat half the sunflower oil in a skillet over medium heat. Add the onion and garlic and cook until softened, then take the skillet off the heat and let the mixture cool slightly.

Place the beef, pork, rice, egg, parsley, sweet paprika, black pepper, 1 ¼ tsp (8 gr) of the salt, and the cooled onion mixture in a bowl. Mix just until evenly combined.

Fill each prepared pepper loosely with the meat mixture, leaving a little space at the top for the rice to expand. Stand the peppers snugly in a large pot.

Combine the tomato passata, water, bay leaves, sugar, and remaining salt in the pot around the peppers. Bring the sauce to a gentle simmer over medium heat.

Cover the pot and cook over low heat at a gentle simmer until the peppers and rice are tender and the center of each filling reaches at least 71°C.

Heat the remaining sunflower oil in the skillet over medium heat. Stir in the flour and cook until smooth and pale golden.

Whisk two ladlefuls of hot tomato sauce gradually into the flour mixture. Stir this smooth mixture back into the pot and simmer uncovered over low heat until the sauce lightly thickens.

Step 9
Remove the pot from the heat, discard the bay leaves, and let the stuffed peppers rest before serving with the tomato sauce.
