Arancini Siciliani
Sicilian saffron rice balls filled with beef ragù, peas, and mozzarella, then breaded and fried until crisp and golden.
Instructions

Combine the chicken stock, saffron, and salt in a saucepan and bring to a gentle simmer over medium heat.

Stir in the rice, reduce to low heat, and cook until tender and the liquid is absorbed.

Remove the saucepan from the heat and stir in the butter and Parmesan cheese.

Spread the rice in a thin layer on a rimmed baking sheet and cool completely.

Heat the olive oil in a large frying pan over medium heat. Add the onion, carrot, and celery and cook until softened.

Add the beef and black pepper. Cook over medium heat, breaking the meat apart, until browned with no visible raw patches.

Pour in the wine and cook over medium heat until it has mostly evaporated.

Stir in the tomato paste, passata, and salt. Reduce to low heat and simmer until the ragù is thick rather than runny.

Divide the cooled rice into 12 portions. Flatten each portion in your palm and make a hollow in the center.

Place a spoonful of ragù and one mozzarella cube in each hollow. Enclose the filling and compress the rice into firm balls.

Whisk the flour, water, and salt in a mixing bowl to make a smooth, thin batter.

Dip each rice ball in the batter, let the excess drip off, and roll it thoroughly in the breadcrumbs.

Pour the frying oil into a large pot, leaving substantial headroom, and heat it to 175°C over medium heat.

Fry the arancini in small batches until deep golden and heated to at least 74°C at the center.
